Shanghai
In order to recruit more and higher caliber international students to study, to undertake the Educational Strategy of Shanghai, to build an excellent educational environment and to make Shanghai a bigger center for international students nationwide, the Shanghai government has set up a special fund, i.e. “Shanghai government scholarship for international students,” as an action plan, which is conducted to accelerate the development of education in Shanghai for international students.
The following detailed rules formulated in accordance with the implementation of “Shanghai Municipal Government Scholarship for International Students”.
1. Categories of Applicants and Duration of Scholarship
Category-A Scholarship: For excellent prospective students applying for master's or doctoral degree programs
Category-B Scholarship: For excellent prospective students applying for undergraduate, master's, or doctoral degree programs.
Category-C Scholarship: For excellent international students pursuing degree programs at Shanghai’s universities
2. Application procedures, timing
(1) Category-A&B Scholarship:
Applicants should submit the complete application materials mentioned above to the International Student Office between 1st April and the end of May. The International Student Office will confirm the validity of the application material and assess the candidates’ suitability, and then the qualified application package will be transferred to the related schools or colleges for further evaluation.
(2) Category-C Scholarship:
1) Application materials mentioned above can be submitted between 15th, Oct and 15th, Nov.
2) Applicants should submit the application material to the relevant departments. After the relevant department has evaluated the application and made a recommendation, within a set period the application materials will be collected at the International Student Office.
3. Eligibility
(1) Category-A&B Scholarship
1) Applicants must be non-Chinese nationals in good health.
2) Education background and age limit:
Applicants for doctoral degree studies must have a master’s degree and be under the age of 40;
Applicants for master's degree studies must have a bachelor’s degree and be under the age of 35;
Applicants for undergraduate studies must have completed senior high school and be under the age of 25.
3) Outstanding in academic study and daily performance.
4) Not been awarded any other Chinese government scholarships at the time of application.
(2) Category-C Scholarship
1) International students that have already been at Shanghai’s Universities for a year, that have not applied to suspend or extend studies in the previous year;
2) Respect the laws, and regulation of the government of the P.R.C and Shanghai’s universities.
3) A diligent and industrious attitude to studies, excellent grades.
4) Actively participates in the volunteer and social activities held by the University, Department and District;
5) Not been awarded any other Chinese government scholarships at the time of application.
4. Scholarship Rates
Category-A Scholarship:
Scholarship Standard: Waiver of fees of tuition, accommodation, expenses of basic study materials, serious disease and accidental Injury Insurance;
Monthly living allowance: Master's degree candidate: 1700RMB/M; Doctoral candidate: 2000RMB/M
Category-B Scholarship:
Scholarship Standard: Waiver of fees for tuition, expenses of basic study materials;
Category-C Scholarship:
Scholarship Standard: undergraduate: 4000RMB; Master: 6000RMB; Doctoral: 8000RMB
5. Application Materials
(1) Two copies of the Shanghai Government Foreign Student Scholarship Application Form.
(2) Category-A&B Scholarship applicants should provide the following materials:
Highest diploma (notarized photocopy) and transcripts. Both documents should be original copies in Chinese or English. Non-Chinese or non-English certification should be attached with the notarized version in Chinese or English. If applicants are high school or university students, they shall also provide studying certificates.
Study plan in Chinese. Information such as basic personal information, education background, working experience, and interested research projects and research plan if were accepted as the doctoral student should be included. (undergraduate: no less than 700 words; Master: no less than 1000 words; Doctor: no less than 1500 words)
Published paper title, abstract and other certificates and material that can attest to academic achievement and research ability.
Applicants for Doctorate or Master Programs must provide two letters of recommendation in Chinese or English by professors or associate professors.
(3) Complete materials should be sent to International Students Office of the University, and “Application for Shanghai Government Scholarship” should be written on the envelop.
(4) Category-C Scholarship applicants should provide the following materials:
Academic record of the previous academic year;
Certificates and evidence of participation in various public activities.
6. Selection of Institutions and Specialties
Applicants may choose institutions and specialties from the Chinese institutions of higher education in the Shanghai region. Please check the details or submit the application forms to the institutions directly.
7. Application Evaluation
(1) Category-A&B Scholarship:
1) The evaluation results will be reported back to the International Student Office within the fixed time.
2) The International Student Office will confirm the final name list and post it on the International Student Office homepage. One week later, a notice of receipt of Scholarship will be sent to the recipients.
(2) Category-C Scholarship:
The International Student Scholarship Evaluation Committee of each university will evaluate the application materials. The evaluation results will be posted on the Office homepage in time. One week later a notice of receipt of Scholarship will be sent to the recipients.
(3) Face to face interview may be requested if it is necessary.
8. Others
(1) The University will submit the evaluation results including the name list and copies of the application material to the Shanghai Education Committee in one month after the annual review.
(2) Recipients of the scholarship should register at the university on time otherwise the scholarship will be withdrawn and the applicant will be considered to have automatically abandoned their studies.
(3) Scholarship recipient of A or B should participate in the Scholarship Annual assessment. The International Student Office will perform a comprehensive review of the scholarship recipients’ academic records, learning attitude, performance, rewards or punishment received. Students who fail to meet the requirements will have their scholarship status suspended or cancelled.
Notes: The final interpretation of the Detailed Rules for the Implementation is held by to Shanghai’s Universities International Student Scholarship Evaluation Committee.
