In order to encourage more international students to pursue their studies and research in Hubei Province, improve the level of foreign students' education, promote the mutual understanding and friendship between Hubei and abroad, and exert Hubei education’s influence upon the world, Hubei Provincial Government has set up a scholarship program for outstanding foreign students. The candidates for this scholarship are selected annually.

1. Categories of Applicants and Duration of Scholarship

The Hubei Provincial Government Scholarship is applicable to all universities and colleges in Hubei Province that enroll international students.

Hubei Provincial Government Scholarship is open to foreign students for Doctoral degree programs, Master’s degree programs, Bachelor’s degree programs as well as students for Chinese language and culture learning for more than one academic year in Hubei.

2. Eligibility

1) The applicant should be a non-Chinese citizen holding a foreign passports and should be friendly to Chinese people.

2) The applicant should be a person in good character and obey the rules and regulations of the university or college and the Chinese government.

3) The applicant should possess the appropriate level as required and offer relevant certifications, such as HSK certificate, other certificates for Chinese language learning and examination, and so on. For some programs taught in English, the standard for Chinese language proficiency can be relatively low.

4) The applicant should have academic performance in his/her grade or class.

5) Professional Qualifications:

Scholarship for Bachelor’s Degree Program: The applicant should have a high school diploma and be under the age of 25;

Scholarship for Master’s Degree Program: The applicant should have a Bachelor’s degree diploma, be under the age of 30, and hold recommendation letters by two professors or associate professors;

Scholarship for Doctoral Degree Program: The applicant should have a Master’s degree diploma, be under the age of 35, and hold recommendation letters by two professors or associate professors;

Scholarship for Chinese Language and Culture Learning: The applicant should not be a graduate of Chinese language and culture major, under the age of 35, and hold a high school diploma. It is also applicable to those who have some knowledge of the Chinese language and come to Hubei to improve their proficiency.

3. Scholarship Rates

1) Doctoral Degree Candidate: RMB12, 000 per person;

2) Master’s Degree Candidate: RMB 10, 000 per person;

3) Bachelor’s Degree Candidate: RMB 8, 000 per person;

4) Advanced Student for Chinese Language and Culture Learning: RMB 8, 000 per person.

4. Application Materials

The applicants must fill in and provide the following documents truly, correctly and completely.

1) The original script of Application Form for Hubei Government Scholarship for International Students;

2) One copy of valid passport;

3) Highest education certificate (such as graduation certificate, etc.);

4) Academic transcripts and performance proof;

5) The original scripts of recommendation letters mentioned above.

5. Selection of Institutions and Specialties

The Education Department of Hubei Province will allocate the places of this scholarship to institutions of higher learning that enroll international students in Hubei Province. Applicants may choose institutions and specialties from the Chinese institutions of higher education in Hubei province. Please check the details or submit the application forms to the institutions directly.

6. Approvals and Notification

1) Taking the places allocated into consideration, all institutions of higher learning organize foreign students to apply for the scholarship and then assess the applications in the campus. The assessment made by institutions should abide by principles of openness, fairness and justice and the selection results should be open to public for one week.

2) Then the results will be sent to The Education Department of Hubei Province, and be open to the public for one week on Hubei Education Information Website (www.e21.edu.cn). If there is no objection, the department will issue a document to confirm the results.

3) The fund for Hubei Provincial Government Scholarship will be allocated to relevant institutions through which the confirmed winners will get their scholarship.
