In order to further promote the development of international students’ education of Dalian by expanding the scale and improving the quality and encourage more foreign students to study in Dalian, the municipal government determines to designate a scholarship program for international students. The scholarship is mainly offered to cover the tuition fees for international students in Dalian.

1. Categories of Applicants and Duration of Scholarship

The categories of applicants are as follows:

1)Outstanding students for Doctoral, Master’s and Bachelor’s degree programs;

2) Outstanding students for Chinese language programs and professional advanced study programs;

3) Students who make special contributions and have good academic performances.

2. Application Procedures and Timing

Applicants should directly submit their applications to International Students Admission Offices of institutions of higher learning in Dalian simultaneous with their application for enrollment.

3. Eligibility

Basic Qualifications:

1) The applicant must be a non-Chinese citizen in good health;

2) The applicant should comply with laws, rules and regulations of the Chinese government and institutions of higher learning;

3) The applicant should hold a correct attitude towards learning and have outstanding overall performance.

4) The applicant should not  be a recipient of scholarships awarded by the Chinese Government or other organizations.

Professional Qualifications:

1) Scholarship for Bachelor’s Degree Program: The applicant should have a high school graduation certificate and be under the age of 30;

2) Scholarship for Master’s Degree Program: The applicant should have a Bachelor’s degree diploma and be under the age of 35;

3) Scholarship for Doctoral Degree Program: The applicant should have a Master’s degree diploma and under the age of 40;

4) Scholarship for Chinese Language Program and Professional Advanced Study Program: The applicant should have a high school graduation certificate and the study period should be one year or above.

5) Scholarship Program for Students who make special contributions and have good academic performances: The applicant should have a high school graduation certificate and the study period should be one year or above.

4. Scholarship Rates

The total rates are RMB 1,000,000 per year and the quotas are as follows:

1) Master’s and Doctoral Degree Candidate: RMB 20,000/person/year (20% of the total rates);

2) Bachelor’s Degree Candidate: RMB 15,000/person/year (55% of the total rates);

3) Chinese Language Program Candidate and Professional Advanced Study Program Candidate: RMB 5,000/person/year (20% of the total rates);

4) Candidate of Program for Students who make special contributions and have good academic performances: RMB 5,000/person/year (5% of the total rates).

5. Application Materials

The applicants must fill in and provide the following documents truly, correctly and completely. Application materials will not be returned

1) Application Form for Dalian Government Scholarship for International Students in duplicate (filled in Chinese or English);

2) The notarized highest education certificate and academic transcripts. University students or applicants employed shall also provide proof of studying or employment on application. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English;

3) A study or research plan in Chinese or English for Master’s and Doctoral degree programs (not less than 1,000 words);

4) Application Form for International Students of the institution for which the applicant is applying and other application materials as required.

6. Selection of Institutions and Specialties

Applicants may choose institutions and specialties from the Chinese institutions of higher education in Dalian City. Please check the details or submit the application forms to the institutions directly.

7. Approval and Notification

1) Taking such factors as the total number of international students, the proportion of degree students, etc. in to consideration, Dalian Foreign Affairs Office will allocate the scholarship quotas to institutions of higher learning.

2) The institutions should in principle set up a scholarship assessment group, conforming to the principles of fairness and justness, and offer a pre-admission list of scholarship students and report to Dalian Foreign Affairs Office by the end of June each year. Then the office will conduct a comprehensive pre-admission assessment and to determine the winners.

3) The institutions should send the Scholarship-awarding Notice, Admission Notice and "Visa Application Form for Study in China" (JW201) to students two months before the entry time.

4) The institutions should make an annual confirmation of scholarship students’ academic performance. The scholarship status will be revoked if the student violates the laws and regulations of China or is no longer qualified for the scholarship. The institutions should make an overall evaluation of scholarship students after they graduate and report to Dalian Foreign Affairs Office for record.

8. Visa and Registration

The scholarship student or scholar should take the original script and one copy of the Admission Notice, "Visa Application Form for Study in China" (JW201), the "Physical Examination Record for Foreigners" and valid passport to the Chinese Embassy in his/her home country (Consulate General) to apply for visa for study in China. The student should apply for Visa X if the study period is more than six months; otherwise he/she should apply for Visa F.

The winners of Dalian Government Scholarship should come to their institutions with all materials mentioned above. Those who hold visas of other kinds or do not hold passports or original scripts of materials listed can not register. The student and scholarship status will both be revoked for students who do not register on time without permit from the university beforehand.
